In my opinion, you should seek information under RTI from the CPIO of EPFO, New Delhi on the subject including the names of staff and officers who are responsible for non-payment of your dues.
Perhaps, on your asking for information, the issue may be reviewed and decided expeditiously by the department.

Better option would be contact your previous company's HR dept who process the PF. There could be many reasons for not crediting in to your account. So, with the help of them you can easily track your claim status or if you have acknowledgement copy (for PF account details) received from your employer for their submission reference from PF office, do check the status in EPFO site for the status of your claim.

you can also check the status of your claim by going to the Epfo (Govt. of India) portal and check, also if you had submitted your claim form after 3 years you need to provide your address proof and a letter addressed to the PF office stating why till date you have not claimed your PF.

You have mentioned that PF people said you that they had sent a cheque to your bank but you didn't get the money.
In this case, I assume that you Name in your EPF A/c & in Bank A/c is different. That's why, the amount was not credited to your account and sent back to EPFO.
So, it is advise to put an RTI to the concern EPF Office with the below queries:
1. What is the current status of my EPF A/c No. ___________.
2. Is the A/c is settled? If yes, when it was settled.
3. In whom name and to which bank the settlement cheque was sent.
4. Was the sent cheque credited to Payee's A/c? If yes, what was the A/c number.
5. If the A/c was not settled, what is the current balance in my a/c.
The reply of this RTI will clear all of your doubts.
But, before putting this RTI, just go to Epfo (Govt. of India) once and check your EPF A/c for Balance. If, you received the SMS of Balance, that itself means that your EPF A/c is not settled. If it shows, any error like, invalid name or account number, that means you name is mismatched in EPF A/c. You can also cross verify you name in you EPF Slip, if you have any.

No need to apply for RTI etc. Visit the PF office and get the details of the payment made ie. date of payment, amount, which bank / account no / mode of payment etc and it will be easy for you to come to a conclusion. If the details are correct then verify with the bank and find out what happened to the transaction. you can easily solve the problem and get the credit to your account.
