First step is to analyze the company and its old policy if any, then start policy preparation based on the vision & mission of the company.

Yes I agree, First step to establish HR Department is to draft a HR Policy for the company.
Start from small things which are important like Application letter, Offer letter, Employee files etc and slowly after knowing the company proceed for HR Policy drafing.
Make sure everyone is aware of the HR Department and communicate to everyone that very soon new HR policies will be introduced in the Company so that they dont get a suprise at the end.
Many Companies are reluctant to change at the first, but slowly if you explain them the benefits of change, they tend to change and adapt.
Last but not least dont try to dominate employees but only try to communicate in a proffesional manner.

Most of the companies have 12 holidays in a calender year. Make a list of those holidays and get it signed by MD of the Company and circulate it to the colleagues.
We have 8 casual leaves, 6 sick leaves and 15 earned leaves in a year.
Casual leaves - Prior notification required, at least 3 days before applying for the leave. Cannot be suffixed or prefixed with other holidays or leaves. Should take permission from team leader and inform HR the same. Cannot be carried forward to next year, use it or lose it.
Sick Leaves - Should be notified at least 1 hour before start of shift. Cannot take more than 3 days in a row. If required to take more than 3 days doctors certificate should be sent to the HR. Permission should be taken from Team leader or manager and HR should be informed. Cannot be carried forward to next year, Use it or lose it.
Earned leaves - 15 days leaves will be allocated after completing 1 year of service to use in the next year. Not more than 5 days of can be taken at a time. Prior notification of 7 days should be given to the team leader and HR. Can be carried forward to next year if not utilized.
Maternity Leave - 3 months leave is permissible to female employees for up to 2 child births. 1 month before expected date and 2 months after delivery. Gynecologist certificate should be provided before applying for the leave. Incase of a miscarriage additional 15 days of leave can be provided. During Maternity leave only Basic salary, HRA and Medical allowance will be paid.
Paternity Leave - 2 weeks of leave is permissible to male employee's who are expected to become father. 1 week before expected date of delivery and 1 week after. Gynecologist certificate and date of birth certificate must be provided during the leave. In case of miscarriage additional 1 week leave is granted. During paternity leave only Basic + Medical + HRA is paid.
Compensatory Off - If an employee works on a holiday or a sunday, he/she is eligible for a comp-off. 3 days notice and approval required. Should be utilized within 3 months.
