I just joined a new small industry and in this company there is no HR department. Now, my company wants to start an HR department. Please advise me on what would be the legal & other requirements for starting such a department. What aspects should I bear in mind?

Regarding quarry.
Step 1
You should prepare the list of employees particulars. According the date of joining you allot a employment number to them. (it should be a statment manned in xlsheet.like sl.no./emp.no./name/designation/date of joining/fathers name/no.of years previous sevice/ educationcla qualifications etc).
Step 2
All Statutory records get it update.
Step 3
If PF / ESI covered issue declaration formats to each employee (in duplicate)
Step 4
Make a HR policy and submit to you management.

They have given you a very big task but you can take it up as a challenge. First of all it is very important that you collect all data related to your employees and make a database. Now that itself is very time consuming. Makin policies is not easy at all. Framing of policies must be done in consensus with the top management. You should be well aware of the labor laws too.
My suggestion is to conduct a research about all the other companies in your sector and how they function. This will give you a fair idea as to how to draft your company policies.

What you can do is ask your company whether you can approach a consultant who could make the policy of your company in accordance to the labor laws. You can persoanlly liaise with the consulatnt and in this way you will have a better understanding how to start an HR dept.
Tomorrrow it should not be that you have missed out on something an the company blames you or finds fault with you.
