Our company has a 6 day week. We have a policy that if a national holiday falls on a Sunday, we give an additional day off on some other Saturday etc.
This year we are planning a company off-site for Friday to Sunday. We are thinking of using the spare holidays to accommodate the off days for the off-site.
Question: some employees feel that company off-site should be on normal working days.....and we shouldn't be using these extra holidays to accommodate the off-site days. Comments ?

What is company off site? Is it that going for outing? Do your company conducts such outing regularly in every month or that happens once in a year? If the former is the practice, the employees may lose a few holidays or weekly off days and if the latter is the practice a single day or two days is not an issue and you can do it on holidays or weekly off days.
