Hi,
Not clear which country you are referring (Middle East???) In normal course such vacation leaves are paid leaves with to & fro air tickets (as per the terms of employment).
Not clear whether you have received to & fro air tickets or one way?
Not clear why you called your boss instead of reporting back directly after vacation?
If you are not able reach them over phone, try to reach through email, draft a polite email and see. If you were not able to succeed through email then you have no other option except to travel to your office ( if you have valid visa or apply for tourist visa)and try to get the settlement.
Your Organization is supposed to follow the laws of their country. In case of dispute like this you can challenge them @ international courts but it will be time consuming which cost money for you and there will be no guarantee that you will get the verdict in favour of you.
