Kindly guide me that If an employee is working as part time, can he be covered under ESI & EPF Compliances though he is working in other establishment also where all ESI & EPF Contributions are done.

pay to work means salary and wages , where man-days and hours are counted for payment basis
pay for work means outsourcing of manpower for some specific work, i.e works contract, without any specific attendance or working hours here TDS component comes in picture at the time of payment
in 1st case, the workers are employed with establishment, and all statuary liabilities remains with the employer,
in 2nd case the person is self employed and serving as a business identity to the establishment, and not employed, but submitting bills for the jobs done by him and get payment, so he is not subjected to any statuary liability of workmen
