Dear Ramesh You can now submit your pf withdrawal form directly to PF office. Employer signatures are not mandatory as per new rules.

There is no provision in the PF rules to take action against the company for the above.
It ismyourmrespnsibility to fill, the form, get it signed and submitted to the department.
You are required to follow up and get it done. The company is under no obligation to file it for you.
The penalty is there for any company that refuses to sign it without valid reason.
In any case now there is online withdrawal facility. Check it out.
