1) whether we want to register the contract now itself,,,, (I am from Tamil Nadu)
2) What is the procedure
3)Last time when i went to ACL office for applying license for current office, they ask whether construction going on or for office...

This info is not Enough... What is the total days of this project ?? which area ? altering the current company or existing building or constructing a new building ??
You have to register under Contract labour act to engage contract employees. a RC will be issued by the Authority.. then you have to inform each contractor to take license if they engage 20 or above...call me for any clarification.

You are constructing a building?
In the construction stage, you are covered under BOCW act. Therefore, the registration and all formalities will need to be done under that act. You are also required to pay a cess based on the project cost.
After the construction is over, you need to follow the requirements of the shop and Establishment act. At that stage, and the contract licenses would be required for those contractors who are working in the office.

Greetings of the day !!!!!
First you have to take registration under Contract Labour (R&A) Act 1970. For that you are required to submit Form -I to the authority along with challan copy (which will be available at Labour Office).
If you are doing the construction , then you have to take registration under BOCW Act, Otherwise your contractor has to take the same from the BOCW authority.
