Hey vishal,
i would say that the opportunities in both software and consultancy firm are tremendous. but out of my experience, working in a software industry would give you more exposure & knowledge towards business development in various fields or platforms as you will be working right the initial stage of project initiations and implementation, whereas in a consultancy firm, your job is limited to the assignment given to you. coming to the growth levels, software companies would give you a lot of opportunities to interact with the direct clients and send you to different geographical locations if you really dynamic in showing your performance I dont say that consultancy firms will not give you such opportunity but it might be limited compared to software firms.
And there is a lot of career growth opportunities in Business development these days. anyways i am sure you would take a right decision. take care
