Dear Tx. Nalini ji,
There is no provision to exempt the STPI registered unit from registration under S&E Act or under Factory Act.
There is no exemption to STPI registered unit from inspection by Labour Department.
Your second question is not clear to me.

Your question has already been answered.
However, it seems you are looking for an answer that would suit you.
Such denials or self-denials does not entitle you any exemption from registration.
The picture can not get clearer than this -
A factory needs to bee registered under the Factories Act.
An establishment / shop needs to be registered under the Shops & Establishment Act.
Accordingly, other applicable registrations have to be made, whether for EPF or ESI. Also, all other Forms, Registers and Returns need to be periodically filed.
STPI provides certain benefits and concessions on Taxes etc.; however they do not provide any Exemptions or ESCAPE from the provisions of the various Labour Acts.
Hope the above is clear and unambiguous.
warm regards.
