Yes, you are to obtain Registration Certificate under The Punjab Shops & Commercial Establishment Act, 1958 as applicable to the state of Haryana.

In my opinion compliances & payroll process can be done from your Gurgaon office but you are to do compliances area office wise where your different offices are situated. Inspector of the area will ask you to produce the record only for the area where your that particular office is situated. For example your area Shops Inspector, Gurgaon is not empowered to ask you to produce the record of your Faridabad office even if you are maintaining the record from your Gurgaon Head Office.

You are required to apply for registration under Punjab Shops & Commercial Establishments Act, 1958 as applicable to the state of Haryana within 30 days of start of business. Area labour Inspector is the registering officer for this work. As you are employing only three workers you are covered under this Act. Municipal Corporation (Gurgaon) is empowered to issue trade licence for which you are to approach this office for this purposes.
