If an employee working in India and is an expatriate/International worker then he/she has to contribute to PF irrespective of salary payment from India or home country if bilateral agreement has not signed between two nation.
In this case India has not signed bilateral agreement with Japan so he/she has to contribute to PF on his base salary.
