Registration would depend upon the nature of Business in which your company is and the kind of Business which your Gurgaon office does.
Registration is done by the Office of Labour Commissioner.

As Per shops and establishment act you have to register under this act, Registererd office is defference and branch office is differance, and the authority is area/div labour inspector(Labour dept) for shops and establishments,

In Haryana Labour Inspectors are also working in the capacity of Shop Inspectors who are also looking after the registration work of shops. Labour Department office is situated at 4 th floor, M S Gurgaon. So approach the area Labour Inspector for this work. You can take registration papers from the book-seller named Nand Book Stall, Sadar Bazar, Gurgaon.

If your office is at Hyderabad and you have registered yourself with Hyderabad location then there is no need to take the licence in Gurgaon for Hyderabad branch. Extra Licence is required for Gurgaon office but it has no connection with Hyderabad office.
