Hi,
Internal recruitment is when you recruit someone from within the organisation to fill your vacancies, as opposed to external recruiting i.e. recruiting from the open market. This is by looking at the candidates from your current resources, and check their suitability to fill the said positions.
How it will improve the employee relations is that it gives the staff an opportunity for career change, and also possibility of progression / promotions if the vacancies are of higher grade.
If you work for a unionised company, internal recruitment do help with the industrial relations since external recruitment can be seen as depriving the workforce of opportunity.
If you're looking at improving employee relations, then internal resouces should be the first considerations when planning for recruitment, unless there's no suitable / qualified candidates or the positions are temporary in nature.
Hope that helps.
Rgds.
