i would like add one particular point. The Performance improvement plant is not meant for only for low or non performers.
If you identify some potential candidates and wants to develop them and entrust them the higher responsibilities then also a specific (dedicated) Individual performance plan is structured and implemented. In this process evaluation is a major task, for evaluation you need a team ( specifically cross functional team - Immediate superior / HOD / HOD ( internal customer) and HR (compulsory).
Timelines is a major creteria, evaluation process, recording and updating to the individual / action plan and conclusion.
