A contractor has applied to the principal employer (CPSU) for issuing form V alongwith work order copy and declaration that the contractor will engage 350 contract workmen.
My query is:
1. Whether principal employer having labour licence for 200 contract workmen on any day, can issue form V to Contractor for engaging 350 contract workers.
2. What documents are needed for issuance of form V.
3. Is it Form V or Form III as the PE is central PSU
4. Is it online facility.
5. If yes.. then how to login whether from PE or Contractor login id

Dear SsR,
Let me answer your queries as follows:
1) The registration fee under rule 26(1) of the CLRA Central Rules,1971 has been fixed with reference to the range of the no of contract labor to be engaged such as 20, above 20 to 50, above 50 to 100, above 100 to 200, above 200 to 400 and above 400. Therefore, such a PE can issue form V provided he applies for amendment of registration certificate by remitting the additional fee.
2) You would have your own approved register of contractors, work orders relating to the contract work to be assigned. You have to verify those documents with the particulars furnished by the contractor in his application for the grant of form V.
3) It is form V; Form III is the register of registration to be maintained by the Registering Authority.
(4) and (5) - I have no idea.

We have taken a contract to provide more than 20 security guards with one organisation under Central Government. Deployment of these guards are at different sites in India and no site is having more than one guard deployed at the premises but total guards under this single contract are more than 20.Are we required to obtain a labour licence"
