You Need more competence these competencies are technical, you need an employee who has
Technical Skills (like you have mentioned)
Soft (time keeping, motivation, team work, decision making, emotional intelligence
Professional Skills ( related to their specialties)
Please do search for more skills to be added into your matrix, one other tool is useful is the Job Description you need to use that as well
