Greetings,
Please do share the vertical and the skill sets you are considering in order to suggest a percentage. Ideally its between 0- 15 %, depending on the performance of the employee and profits generated by the company. But then please do not consider such generalised information. This is your first initiative so deal very careful. You may consider PayScale - Salary Comparison, Salary Survey, Search Wages for detailed information in your area.
Wish you all the best.

has given you a broad framework. i may however add that a sum must have been budgeted for the annual raise. the company must have already set up benchmarks to appraise performance in the light of goals set conforming to organisational objectives. you can apportion the budget allocated in percentages to be awarded to to the appraisees as per their ratings

Appraisal should be based on performance of employees. You may divided the performance in following categories - Below average, Avergare, Good, Very Good, Excellent. Salary should be increased as per categories. Below Average - 0%, Average - 5%, Good - 10%, Very Good - 15%, Excellent - 20%. You should also discuss with your management for % on above categories.
