But in the coverage, it doesn’t mention IT industry to be specific. It says non seasonal Factories, IT establishment doesn’t come under factories. Please elaborate....

ESI is applicable to all factories and in Maharashtra, since 1978, it is applicable to shops hotels cinemas restaurants and newspapers employing 20 or more employees all over Maharashtra (as per recent amendment). Therefore since IT companies sell their products to their clients and customers, it will be covered within the ambit of 'shop" as per ESI Act hence is applicable if they are engaging employees more than 20.
