If nothing is specified anywhere about increment,no harm in politely asking for an increment.

Hi As already it is 2 years and you have not yet received the increment have discussion with the management reason for not giving the increment. Later you can ask for increment

Hey, Before commenting on the same, would wish to know if have a performance appraisal system within the organization and how your compensation is mapped to your performance .Do you have a review mechanism in place. If yes, please find out the review scores with your line manager and HR spoc. That should help you to understand the reason for no hike no revision of pay scale or discuss further on the hike.
