Sorry to differ with the nay-sayers. INCREMENT MUST BE ALLOWED, if that becomes due on a particular date, even if that falls within the notice period, as an increment is granted based on the past service of an employee and NOT for the future service to come.
I wonder if some HR personnel prefer to work merely on hit and trial basis than on reality or on professional basis.

Please note that till he left the organisation with Full and Final Settlement, he will be deemed as an employee of the Organisation and he is eligible for increment.
Just imagine, suppose he met with an accident out of his employment during his notice period, can his employer escaped from the provisions of Employees Compensation Act?.
Above all, we the HR people never treat an employee on notice period as a envy to the organisation. He may contribute something to the betterment of the organisation during his period of work, and that should be respected.

I agree with Shri Dhingra. Since annual increment is allowed for service already rendered, it has to be allowed even to an employee who is about to resign. Otherwise it shall amount to withholding annual increment which can only be withheld for specific reasons which are specified in the rules of the organisation (if there be any such rule in existence). Unless the rules of the organisation spell out that annual increment shall be disallowed to an employee who is serving notice period, it can not be done. There is no law governing the issue .However, Justice and fair play can not be thrown out of the window
