Hi,
To minimize late comings you can ask the employees to come to office before shift timings. We have fixed shift starting from 11:00 am to 8:00 pm. If an employee coming to office after 11:00 AM is marked as LATE and following is the policy for late comings:
• Late of 2 days upto 11:30 AM are allowed in a month, and in case employee comes late more then 2 times then for 2 late comings ½ day’s leaves/salary of the employee shall be deducted.
• Employees reporting after 11:30 AM shall loose ½ day leave/salary.
• Regular late coming will reflect on the appraisal/ review of the employee’s performance Appraisal.

Take the positive attitude. Try motivating them to come in time. Explore whether Flexible hours can be permitted.
Tell them that punctuality is going to be enforced. Meanwhile, to show that you mean business, ensure that late comers are invariably marked Late, that three times Late in a month is good enough for a Caution and that it is Leave from the 4th occasion.

In my office if the employees come late thrice in a month their 1 day leave is cut.
Secondly my office hours are 9.30 employees can come in maximum by 9.45 according to statutory law so see if these things work.
