Secretary to Managing Director and HR are two different positions and there is no relation ship between the two.
The Role of a Secretary to Managing Director is:
to maintain the daily itenary of the MD ,
correspondences,
fixing up meetings and preparing the minutes of the meetings
making travel and hotel arrangements (both within the country and abroad)
Co-ordinating with clients/customers.
Other Business related issues of Md
Administrative work
The Role of HR is
Recruitment
Employee engagement
Wages/Salary Administration.
Dealing with compliance matters
Maintaining Statutory matters
maintain overtime records
Bonus register etc

Secretary and Human resource manager are two different cadres..
Secretary : is the person to keep secrets, head of an administrative department(in particular govt. department) like under secretary, chief secretary, financial secretary etc., clerk to managing director..
human resource manager : Providing human resources in an organisation to the wants, execution, departmental enquiries, etc.,
HRD is a ministry (human resource development)...
both are separate departments, yet, there will be a ego clash, certainly with the secretary to the MD acts like a MD, these clashes always deter the nature of work, and some people play with the nicks and knacks of the position they held.
Your want seems to know the work structure of a secretary to the MD(ofcourse seems personal secretary)..it revolves around MD keeping secrets of the MD, his appointments, travelling, file retention, etc.,

Thank you all for your comments. Please i know to know between the Secretary to the MD and Human Resource Manager which post is higher? Secondly, in a case where the MD allows the secretary to attend to almost all issues concerning the top Management level staff and this is bringing grievances btw the Top management staffs and the secretary. How can this be resolved?

Secretary to MD is not above other top management staff in organizational hierarchy.
By virtue of position and being a trusted employee, he gets power beyond his official status.
But directing Secretary to attend such conferences where other HODFs are present is not in order.
When I refer to the term Secretary here, I exclusively mean in private sector.

I do agree with Mr.Nathrao Public /Govt .Undertaking is different and Private Sector .But still they write officially Hierarchy Designation / Post wise Supremacy.If it is not there pl rectify so that Tussle between MD SECRETARY & HR Manager/ HOD will not come .

This is the issue being faced in almost all sectors, irrespective of Govt./PSU/Private/Quasi Govt/State Corporation etc., Secretary MD, Manager Human Resource. 1) Secretary to MD is not the person to preside over the meetings 2) He/She is a communicator and not a decision taking authority 3) He/She did present the orders of the MD to the Head of Staff/Organisation and circulate the wishes of MD 4) Collect the progress of the issues and not a decision making authority reiterate decision taking authority 5) In the absence of MD some of the Head of Official can take decision within the organisation on permissible amount..so, hope your under stand who is a secretary

Manager Human resource : 1) in many a organisation he/she become appointing authority referring the vacancy position and filled position of the organisation 2) Some enquries/inquiries probably will be conducted by the HRM on delegated power and pass orders on behalf of the organisation 3) Refer financial issues for revenue requirement to the financial manager related to staff increments and other priveleges 4) Held responsible to the MD for human attrition rate of the organisation 5) He/She has no power for dismissing in some cases unless the MD delegates the power 6) He/She is not above certain Heads I am giving certain issues

Thus Secretary and Manager Human resource are different cadres they are not equal, unless the HRM is Secretary to MD the situation may take new dimension..As far as you are concerned Secretary is not above Manager Human Resource ...
