Unsure how to put across, actually I have two questions and I trust they are interlinked.
1: I work for an MNC organisation as Vice President I have given my rounds of interviews in 4 TOP MNC's, and surprisingly I was told I am hired and do send across my relevant documents like - Salary Slips 3 months - Increment letter of current year, Educational certificates e.t.c - but as stated every time post 7-10 days of submission of my documents I am told that my candidatures has now been marked as "Rejected", "Unable to take it forward", I am really unsure why this is happening, as all my rounds of interviews were best of my knowledge.
2: Another instance - About 6 years back, In my previous organisation during the appraisal time (We used to have a manual appraisal process where every month starting Jan to December we had to SIGN a physical copy of my that month's delivery done and ratings were done accordingly), just to bring my appraisal down (so called Bell curve process), my manager tore off 4 of my physical sheets (signed by me on that) and replaced with a forged one as I had strong rating during entire year. when I raised this to HR he sung the same song what my Manager wanted him to hear, a group of 4-5 managers started pestering me to sign on the final appraisal sheet, I denied and I threat them - if they continue to do so, I will report to INDIA HEAD HR and please believe me they immediately changed my rating from NEEDS IMPROVEMENT to STRONG
Now, can someone from HR Team or Relevant Experienced personnel, can help me understand -
> Is it possible that all my rejections at TOP MNC's (stated in Line Number 1) can be one of the reason ?
> Do management or HR have such right or have such possibilities to RUIN someone's career just to hide their mistakes?
> How to verify if their is any database being maintained and my career is being RUINED and SPOILED
> Is there a way I could take Action on Associated guys who are involved in previous company, if so whats the provision and way to proceed on this

Reasons for rejections by outside organisations can be many-right from salary issues to background verification issues-negative feedback may be there.Really no one can tell you why all four have rejected you while you are already working in an MNC at senior position.
You need to do self analysis of possible reasons and try to eliminate them.
At your level,HR of the interviewing companies cannot really play a big role to reject, unless there were any documentary inconsistencies or negative feedback from references or even less than highly positive feedback.
As far as second query is concerned time has lapsed and nothing much can be done now.
People may try to hide mistakes, that is common and HR cannot be exception to a natural human tendency.
Some times perception about an employee can help delay or stop career progress.
Self analysis of your interactions, work relationships needs to be done.Some body may be brilliant in work but necessarily may not be helpful in growth.EQ and personal relationships and how a person is perceived, does play a role.
Do try and find out whether any misstep has been done and correct it.
In work life such situations arise where good officers/leaders are over looked,one needs to draw right lessons from the failure and rectify it by suitable changes in attitudes,interactions etc.
