As per clause EL 18, SL 12 CL 12 are eligible leaves. And Sick leaves are eligible for those employees who are not covered under ESI.
If any employee wants to Encash EL per year; then employee are eligible for 12 leaves.

I presume that you are employed in a hotel/restaurant in Tamilnadu. The working conditions of employees of hotels/restaurants or other places where eatables are served to the public for consumption at the premises itself is covered by the provisions of the Tamilnadu Catering Establishments Act.
