The point wise reply is as under:-
a) The central government has classified all cities in to A,B and C categories. The same classification can be adopted.
b) The employess can be divided into two categories
1. eligible for lodging and boarding expenses
2. not-eligible for lodging and boarding expenses
In order to restict the expenditure on this account limits for the eligible employees as per classification of cites ibid.
c) no special provision for women employees is warranted
d) day should be reckoned to start from mid-night to mid-night.
e) local charges should be reimbursed on actual basis
f) The eligibility of employees to travel out side local limits should be notified categorywise.
I will like to add traveling beyond the outer limits of the city should be treated as outstation
