Further to your comments regarding HR Qualities, would like to add my opinion or inputs for this.
At the outset, a HR should have the following most important qualities, which are as follows:
1) Job Knowledge, Qualifications etc,.
2) Assertive Communication Skills
3) Good Listening skills and Convincing ability
4) Good Attitude & Enthu to Learn
5) Problem solving / Grievance handling / Situation handling (must be
smart enough)
6) Manage relationships or Good Network
PERFORMANCE APPRAISALS vs. PERFORMANCE MANAGEMENT
In precise, Performance Appraisal is evaluating or assessing the performance and behavioral factors of employees annually or as per the policy of the company. I
Coming to the Performance Management, this is a very broad area and this stats from the time an employee joins the Company till he resign or leave the Company. The activities involved in the mentioned i.e from joining till leaving, is Performance Management. The entire track of employee of all aspects.
ROLES OF HR
The role of HR differs in Companies, but overall the following duties are covered.
1) Recruitment & Selection
2) Induction
3) Training & Development
4) Performance Appraisals
5) Exit formalities
6) Statutory activities etc,.

but here in performance appraisals , we must develop or design the forms and take the feedback of the employees and identifying the training areas or this was been done by the HR manager
