you are responsible for Legal compliance & documents maintaining. but in appointment letter my profile is mention as Personnel Executive i have been legal compliance salary & wage administration, recruitment, housekeeping & security, general communication, performance appraisal & increment.

Awhile ago I met a Manager whose card said just that "Manager ".
Except that he was "managing "whole of India for his Company :-))
Point is, designations need not be fully descriptive - or very accurate. If your Job role is what you can do, and what was offered, the Company has tried to give a Designation without disrupting whatever naming structure they have, that is all.

Your appointment has moved on certain assumptions, which should have been expressly stated!
Mere "compliance" related to labour/employment laws cannot be full time function despite the size of the organization nor would a professional be happy doing all the time and in any case one cannot build his career on this area of sharp but limited focus!
If it was stated that your employment profile would carry a special emphasis on "compliance" (that is to say, that in addition to "compliance" you would have to perform as Personnel (HR) executive (by any name called) there would be no confusion in anyone's mind!
If my inference is somehow not right, please tell me in details about this employment interviews/discussions etc. in details and I may be able to comprehend your situation better and respond suitably, if need be. But I believe my inference is right!
