Hi,
Greetings of the day!!!
As per my suggestion you can keep one week for morning shift for A employee, same for one week for 2nd shift for B Employee and One week for Night shift for C Employee.
For rotation you can change the shift of an employee after weekly off on selected day. for an example: For A employee weekly off would be Monday so fix the sequence for all seven employees.. For general shift employee weekly off would be Sunday.
Make a norms that if reliever will not come than shift in charge of current shift has to attend the next shift as over time and night shift to morning shift is not allowed so next shift supervisor will have to attend the previous shift and communication would be in advanced to him or weekly off supervisor will have to attend the shift behalf of request from absent supervisor.
Make a communication to all supervisor to follow the rule any how.
