Hi Vishal,
Gone are the days where we post jobs and wait and prayer that someone will apply.
If you want to find a right person for your requirement; one has to do analysis of availability of pool and channels, eg: if you are finding a web designer: a job portal will not give you any idea of their work and looking at the resume is not a good idea to shortlist their profile. In such cases trying something like Behance/Dribble (which displays a designer's work is more relevant to review) and few other such tools I know are far more helpful than any job portal. Another eg: While building a team for Drupal for one of my clients I came across groups.drupal.org which had sufficient drupal pool for my requirements which no job portal had then.
Similarly depending on the position a recruiter need to know where such talent exists and are actively participating and then go around search..Engage your potential pool even before the requirement arrives.
There are different forums, tools available for developers,designers,product managers,support,etc.

I can understand from your post that you have in-depth knowledge related to HR. I have a plan to start with a HR consultancy based at chennai in a month. I will be concentrating with Automobile, Real Estate and Manufacturing Companies. I need to develop a candidate database for the same before I venture out for clients. As it's a start up I cannot pay the hefty fees of portals. Can you suggest me how I can proceed ahead.
