Hi Dear,
my point of view recruitment is core HR but now a days due to their competency it is using like sales.
You know the main job of recruiter is to reduce the Work of HR Manager by 99% some time it may happen to that extent some time not up to that level but it shurly help the HR Person So at the end i want to say that it is core HR.
