We don't consider recruitment a back end process - i work for a large international pharmaceutical company and recruitment is one of the key pillars within the HR function.
How one defines recruitment can be the issue and also how recruitment is viewed overall within the corporation. This all stems from the fact of how HR is viewed as either transactional or as a operational and moving into the business partnership with each of their clients.
just some food for thought i suppose. :)

I am Nisha ,Working with a yellowpages company.I would like to share my view that Rercuitment officer is just like Marketing professional.
Marketing professionals , They are advertising the services or the products ultimate goal is to sell the services/products of company .
Recruitment officers , They advertise the company to attract the potential candidates.
Marketing professionals , They try to introduce new schemes so that they can serve the existing customers (so that they can stick to our srevices)
Rercuitment officers , they try to introduce the best employee benefits so that our existing employees can stick to our company for long.
Marketing Professionals, They look for new souces of customers .
Rerruitment Officers , They look for new sources for candidates.
MARKETING IS RELATED TO CUSTOMER SATISFACTION.
HUMAN RESOURCE IS RELATED TO EMPLOYEE SATISFACTION
so If Marketing can never Be a backend Process then How Reruitment can be???????????

It certainly isnt a back-end process!! Although I can guess where the point is coming from - Visibility of the function in an organisation. Ask a software consulting company's hiring manager - he spends sleepless nights before he gets the team together before he starts the project. He cant happily outsource (however it does happen at times - then he repents) and let the time solve the trouble.
For those who understand what recruitment is.... it isnt a doubt et al!
