As far as I know, there is no such amendment to Section 1, subsection (3) of the Industrial Employment (Standing Orders) Act, 1946. Section 1, Subsection (3) reads as follows: "It applies to every industrial establishment wherein one hundred or more workmen are employed, or were employed on any day of the preceding twelve months." Still, the same is being continued.

Standing orders Acts vary from state to state, and there is a separate Industrial Employment (Standing Orders) Act of 1947 by the Central Government as well. Consequently, the Model/Standard Standing Orders would also vary, although the majority of the sections would be common. You will have to determine which Act applies to you. Most likely, it is of the respective state.
