The dictionary meaning of streamlining is to operate economically or efficiently. Therefore, the first step towards streamlining would be to appoint an experienced HR Manager and sufficiently empower this person. Streamlining efforts will fail if you employ an experienced HR Manager but do not sufficiently empower him/her. The vice versa is also true.
