I observed that all Class-A chemicals whose flash point is less than 23 degrees are being stored in underground storage tanks. Is it mentioned in the Petroleum Act/Rules to store them underground? If so, what is the section/rule number?
If anyone has prepared important provisions on the Petroleum Act & Rules, Gas Cylinder Rules, Static Mobile Pressure Vessels, please share.

As per the Petroleum Rules of 2001, Rule Number 122 states that petroleum should only be stored. No installation, service station, or storage shed shall be used for any purpose other than the storage and distribution of petroleum without written permission from the Chief Controller. These facilities should only be used for purposes directly connected to petroleum storage and distribution.

As per 10.1 PETROLEUM ACTS AND THE RULES FRAMED THEREUNDER Regarding layout plan: The layout of the premises should show the plan view of the installation, which must indicate the road with its directions and the inter-distances among various facilities of the installation like underground tanks, above-ground tanks, enclosure wall in the case of above-ground tanks, barrel filling facilities, petroleum storage godown in non-bulk, tank lorry platform, fill point(s), boundary wall/fencing, within the premises. The layout plan must show the dimensions of the premises, ingress & egress, buffer island, pipelines, etc.
