The Employees' State Insurance (ESI) Corporation has approved an enhancement of the wage ceiling from Rs. 10,000 per month to Rs. 15,000 per month for the coverage of employees under the ESI Scheme. This decision was made during the 149th meeting held on Friday under the chairmanship of Union Minister of Labour and Employment, Mallikarjun Kharge.
Union Minister of State for Labour and Employment, Harish Rawat, and the Vice-Chairman of ESIC were also present at the meeting.
Taking into account the increase in the cost of living index and the recommendations of the Parliamentary Standing Committee on Labour, the Corporation increased the wage ceiling limit for the coverage of employees under the ESI Scheme.
This adjustment will enable the Corporation to extend a social security net to more employees in the organized sector.

It takes a few weeks to implement because any changes in the slab need cabinet approval before implementation. According to sources in the Ministry of Labour, it would be implemented from 1st April 2010. The limit of PF is also set to be revised during this budget session. Please wait for the notification.

I agree that there is not good infrastructure/service in ESI hospitals. However, if you refer to a private hospital, you can receive more expensive benefits free of cost. For instance, if you or a family member undergo a heart operation at a private hospital, the total expenses may come to approximately 2 lakh rupees or more. Your contribution of Rs. 14,500 per month amounts to Rs. 943. Your total contributions can cover the expenses of a heart operation after 18 years of regular contributions. Subsequently, you can avail of more benefits for yourself or your family members.

ESIC hospitals/dispensaries should have more medicines. Unfortunately, even around Chennai, the hospitals do not have enough basic medicines. This is a fact. As you mentioned, the number of workers receiving heart surgery or other high-cost treatments is likely around 1%.
Inadequate facilities result in workers not choosing to go to ESIC hospitals/dispensaries. While the decision to increase the ceiling is good, authorities must take action to improve the conditions of the hospitals. This would be a real benefit for those low-income workers.

The Corporation also decided to enhance the benefit rates for Permanent Disablement and Dependants’ Benefit for those beneficiaries who are on the rolls of ESIC for getting life long benefits under these two types of benefits. These benefits entitle the beneficiaries to get a monthly amount for whole life in case of Disablement and Death. This has been done to compensate the beneficiaries against erosion in the real value of these monthly benefits due to inflation.
In the meeting, ESI Corporation has also approved Revised Estimates of ESIC for current financial year and Budget Estimates for the year 2010-2011. An Amnesty Scheme has been approved by the Corporation for withdrawl of criminal cases filed against Insured Persons and Employers under Section 84, 85 and 85-A of ESI Act, 1948 and settlement of cases filed by the employers under 75 of the ESI Act. Provisions of primary and secondary medical care services in areas/districts where the existing ESI Hospitals are more than 25 Kms away and population of Insured Persons is more than 25000 in the areas, has also been approved by the Corporation in today’s meeting.

This is the only notification in regards to ESI Ceiling increment. According to this, all matters are under consideration. As per the protocol, before the notification, the government will release the gazette and then issue the notification. Still, it is in pending mode. Wait and watch.

(E) - The following draft rules further to amend the Employees' State Insurance (Central) Rules, 1950 were published as required under sub-section (1) of section 95 of the Employees' State Insurance Act, 1948 (34 of 1948) in the notification of the Government of India in the Ministry of Labour & Employment vide No. G.S.R.164(E), dated the 26th February 2010, in the Gazette of India, Part II, Section 3, Sub-section (i), dated 27th February 2010 for inviting objections and suggestions from all persons likely to be affected thereby till the expiry of the period of thirty days from the date on which the copies of the Gazette of India in which the said notification was published, were made available to the public.
And whereas the copies of the said Gazette were made available to the public on 27th February 2010;
And whereas objections and suggestions received from persons likely to be affected thereby have been considered by the Government;
Now, therefore, in exercise of powers conferred by section 95 of the Employees' State Insurance Act, 1948, the Central Government, after consultation with Employees' State Insurance Corporation, hereby makes the following rules further to amend the Employees' State Insurance (Central) Rules, 1950, namely:
1. These Rules may be called the Employees' State Insurance (Central) Amendment Rules, 2010.
2. These shall come into force from the 1st day of May 2010.
3. In the Employees' State Insurance (Central) Rules, 1950, in Rule 50, for the words "ten thousand", wherever they occur, the words "fifteen thousand" shall be substituted.

And whereas the copies of the said Gazette were made available to the public on 27th February 2010;
And whereas objections and suggestions received from persons likely to be affected thereby have been considered by the Government;
Now, therefore, in exercise of powers conferred by section 95 of the Employees' State Insurance Act, 1948, the Central Government, after consultation with Employees' State Insurance Corporation, hereby makes the following rules further to amend the Employees' State Insurance (Central) Rules, 1950, namely:

I really agree with Mr. Dixit; it's really very difficult to receive treatment from the list of ESI hospitals. First of all, you can only receive treatment from the dispensary mentioned on your card. If an employee changes his job location, it's very difficult to change the dispensary, as my employees often get moved from one site to another.
Yes, it's helpful in some ways for minor injuries that can be tolerated for a day or two.

In order to benefit from ESI, the insured person has to go to the ESI office several times. Let me take my case; due to the new ceiling, I will save around Rs 880 per month, which amounts to approximately Rs 10,560 annually. With that amount, I can opt for private medical insurance, where I and my family can receive treatment in corporate hospitals.
In ESI, there is a cutoff in the wage per month to avail benefits for parents. I would appreciate all your comments on this.
