Vikram, why do you feel you need a ppt presentation? Why not distribute the new policy via email to all employees and get each supervisor to discuss it with their direct reports at their next team meeting. A HR person could be present to answer any difficult questions.
If you don’t have email or contractors don’t have access to computers or can’t use them, then simply get the supervisor to distribute hard copies at the start of the team meeting.
Having supervisors deliver the message with opportunity for two-way dialog will have much greater impact on employees and will get supervisor buy in much more than an unknown HR person delivering a canned message.
