If you wish to hire the ex-defence personnel, then create an ad and send its hard copy to the "Zila Sainik Kendra" (ZSK) of the district where the vacancy will arise. Send the hard copy under a covering letter, and request that they send it to the other ZSKs. If you are able to obtain their email addresses, then you can send the soft copy as well, but a hard copy has an edge over a soft copy.
Lastly, about hiring the ex-Agniveers. Their first batch was enrolled between December 2022 and January 2023. Since the Agniveers were enrolled for a period of four years, the first batch will retire between December 2026 and January 2027, and you will have to wait till that time to hire them.
