Is an employee under maternity leave eligible for CL as well? if she already has a CL balance before maternity leave. Please confirm

Casual leave already credited is for the whole year, from January till December. CL is availed for personal emergencies and not for maternity purpose. If the intention is to exhaust the entire leaves before she could proceed for maternity leave, it should not be allowed. But at the same time, a single day or two can be availed for some medical check up etc. If the maternity leave is to start in May, she can take the unavailed CL after rejoining the work also.

No, the unavailed CL will lapse on 31st December. If the maternity leaves ends before that, she can avail the CL remaining when she proceeded for maternity leave after her joining back.

If CL balance is available she can avail after returning from ML. No issue, provided it's not elapsed as per their leave policy.
CL is meant to avail in emergency situations & unplanned travel, sickness etc. Normally maximum 2 or 3 days only permitted at a time, and that too not prefixed or suffixed with EL/PL or ML.
CL is a kind of leave not followed uniformly by all the employers of different sectors. What's familiar is, one type followed in govt. & quasi-govt.sectors. Some private firms/company's, micro, small, medium, may not have this facility at all. But Maternity benefits are different which is stipulated by appropriate legal frame work. Many establishments which follow CL normally don't allow carry forward of unutilised CL at the end of the calendar year. At the same times, where the delegation of power is vested in top officials/HODs it's usual there left few days of CL by the EOY which couldnot be availed off due to pressing exigencies. In such a situation balance CL may be permitted to be added to the OB of EL as a special case.
