Employer not issuing relieving letter!!!

I had worked for an organization for 8 months. I got a better offer and decided to resign from the organization. My notice period was for 3 months, but the new employer said they can't wait that long and asked me to request an early release. So, during my resignation, I requested the previous employer for an early release. The CEO tried to retain me and offered to revise my salary in the next month but did not match the new offer. When I declined, stating I couldn't stay, he agreed and said I was released immediately. He accepted my resignation in my resignation email and instructed the HR to release me by the end of the day. I completed all my exit formalities, etc. It has now been 20 days, but the old employer is now saying they will not provide me with a relieving letter as I did not serve any notice period, even though he accepted my resignation. If he didn't want me to leave, he could have said no; I had only requested an early release and was not absconding. The new employer is asking for a relieving letter, and this is essentially my second job, so I do not know what to do. In the startup-like organization, the HR has no say, and the CEO makes the decisions, and he has said not to issue me the letter.
Can somebody help me with what I should do now and how I can obtain the relieving letter???

You can explain the situation to your new employer. Present to them that, based on their advice, you had requested early relieving from your past employer, but they relieved you immediately without providing a relieving letter. You can present the resignation acceptance letter as proof. The way your past employer handled the exit process is not right.
