Hi Dinesh....forgery f experience letter done by one of our Ex-employee....ad here I mean what to do to not to repeat going further is...how to avoid such implementations by other employees as well

If your ex-employee has forged the experience letter and if it were discovered at a later stage, then you may issue an office circular stating that recently you have discovered a case of falsification of the experience letter with your company's details. Forgery is a criminal offence, and whoever does it is liable for legal action. The issue of the circular is expected to create deterrence.
However, the issue of the circular also has limitations. This is because conscientious employees will not do the forgery. On the contrary, unscrupulous employees will remain undeterred and will invent a newer way of forgery.

Why wasn't this picked up when you did the referee and reference checking at recruitment?
Falsifying documents cannot and should not be condoned under any circumstances. However, the fault is with your organisation on this occasion due to a failure in having a robust recruitment process in place to ensure things like this do not occur.
So, the simple solution to prevent a re-occurrence, is FIX your recruitment process, and train the staff involved in recruitment to ensure all candidates are thoroughly vetted before being offered a position.
