If an employee working from home but out of city, and employer ask to join immediately then what is the procedure. What can he do?

Join, because Employees working from home as Temp arrangement shuld leave the Place s/he is stationed without prior and proper permission of her/ his Employer. Obeying Management's reasonable Advise/Instruction/Order is Employees Duty as per Employment Contract.

Hi CD, you haven’t indicated where your office is located and whether use of vehicle for commuting has been allowed. Depending on the local conditions you have to take action.

If ur area is a contaminated zone . You have an option to tell ur employer and convince him situation prevailing .

An employee is supposed to work from his usual residential address as in the official record and he cannot leave the station without prior permission. Employer has every right to ask its employees to join the duty.

Please follow government guidelines for enforcing joining by the employee.
Do not blindly ask him to join without checking the following:
1)zone he/she is coming from
2) out of city transit (requires quarantine)
3) availability of transport. (he shouldnt fall sick coming to your company, or else you may end up paying damages)
4)whether your company/office is in containment

CORPORATE SHAME AT ITS PEAK - it is completely unethical to call Employees to office during the pandemic - by secretly trying to circumvent lock down rules and imposing self-carved Corporate rules/ policies overnight.
It is utmost difficult for Employees to risk contracting Corona virus infection and attend office - basis what professional values and realities, you are trying to call employees to travel to office? Who will be responsible if they contract the infection and spread it to you and others in office - as observed - masks, sanitizers and PPE kits are not 100% effective in preventing the infection.
Please get over these thoughts: Your employees don't binge watch Netflix at home with popcorn, doing household chores instead of work, taking unlimited breaks for tea/ coffee with spouse, appearing away on Skype/ IM - Micromanagement is shameful and counter-productive.
If the work delivered has been of fine quality during WFH situation in the past - there should not be any qualms in furthering the period of WFH - it is for everyone's safety!
Remember one thing: Employees repose their trust only if the Organization trusts its employees
