No, it amounts to an offer to modify the existing terms of the contract of employment by the employer, which would mandatorily require unconditional acceptance from the employee. If it is done as an amendment to the particular notice clause in the service regulations applicable to all resignations in the future, that's okay. However, forcing an employee who has already submitted their resignation offering to serve the notice period already fixed to serve it for an extended period is not correct.
