As per Maharashtra Factories Rules, 1963, can the Safety Officer's appointment be outsourced by the factory owner? i.e., taken on contract and not on the rolls of the company. This is in case of outsourcing of complete HSE services.

Not only a safety officer, you cannot outsource any work which is perennial in nature. Moreover, a Safety Officer is an employee classified as confidential staff. He is appointed following specific provisions in the Factories Act and notification by the government. Therefore, you cannot engage a safety officer through a third party.
