I am working in a small startup pharmaceutical company with 10 employees and 2 office boys. We have 2 office boys in our office. They go out of the office for office work like transporting medicine parcels, courier services, and other office tasks on the office bike. Every time, they take money from the accountant for petrol.
I want to implement an allowance or some tracking system to monitor their use of the bike and petrol, the distance traveled, and how many times in a day they have left the office for work.

Tracking office boys and controlling their mileage is a critical job. There are a few suggestions. Whatever measures you might adopt, you could ensure the desired advantage only if you follow them, which is not possible. However, petrol allowance can be controlled by fixing mileage allowance, like an auto meter. This is possible by fixing the distance from point to point and computing the mileage allowance Rs. x per km. Although it's not possible to accurately calculate, at least to some extent, you can have control.
Regarding time control, if the office boys have to travel from your office to clients' place, ask them to call you or your supervisor from every such client immediately after delivery is made and record the timings in a logbook. You can cross-check by calling the clients or talking to them on your office boys' mobile at the time of delivery itself to record the exact time of delivery. Video calls could help. You might as well arrange a prepaid office mobile for them (after collecting some deposit money). Abnormal gaps, if any, can be tackled once they return to the office after finishing the day's routine.
