In my knowledge, there is no provision for leave encashment under the Shop and Establishment Act. The provision for encashment of leave can only be through the contract of employment. In short, it's up to the organization whether to encash leave or not.
Further, most organizations (which have a provision for leave encashment) consider P.L. for leave encashment and take BASIC SALARY as the base. The formula typically used is Basic Salary/26 x number of P.L.

I had worked in a Retail Shop as a Department Manager for almost 8 years. I left the job in the month of December 2018. Now, they are not giving me PL encasement. They are saying that in Maharashtra, there is no PL encasement policy. Please tell me what to do in this case. I have around 140 days of PL at the time of my exit. Please help me.
