Is it mandatory for an employee to contribute if the employee is getting salary/ wage more than the EPF, EPS wage ceiling of Rs. 15000.00?

Please refer the Act related to EPF. It is not mandatory if basic income is more then Rs. 15000/- but if employee wants to contribute, then he have to fill up related forms.

It is not mandatory for the employees who are fetching more than 15000/= per month. Voluntarily they can contribute.

It is not clear to me as to whether it is voluntary on whose part - the employer or the employee. When there is no expressed consent from the employee and the intent of the employer, does the employer have to contribute up to $15,000.00, or can he just stop it?

It would depend on the declared policy of the establishment to deduct EPF on the full BASIC + DA or maintain a ceiling of ₹15,000. However, whatever deduction is made out of the employee's salary, the employer has to contribute an equal amount + EDLI + Admin charges.
