There is no minimum working day prescribed for PF & ESI coverage. When wages are paid, you are liable to pay PF & ESI contributions. Since you have hired the laborer for cleaning work, this is 'work in or in connection with the work of the establishment', and you have paid wages for the work done in attendance days, you will have to include him for coverage in both Acts. But if you do not show the payment as wages but as payment to self-employed contractors for a negligible period without repetition, probably you can get away from the coverage.
