I am working in a medium-sized company. I want to issue an internal circular regarding the 'no provision of transportation for engineering employees'. They have to use their own car as their offered salary is high and clearly mentioned at the interview time. If anyone has the format of the internal circular, please share.

Oh, sir, pretty silly... No suggestion is required as it is your internal circular, as per your words, like any other things. Like usually, food is offered for concessional rates to employees.
If you are quite serious to make a rule for all employees regarding transportation of employees from home to the workplace, mention in the revised administration conditions applicable and added to appointment orders. Issue mails from the Board of Directors' resolution on the above matter to employees' emails. OK

1. It has been noticed that the engineering staff has been using company cars for transportation during working hours. This is against the norms of the company. Henceforth, this practice has to be ceased immediately.
2. Irrespective of their shift timing, each employee is required to make arrangements for transport on one's own. Employees are not only responsible for using their vehicles but also for the eventualities arising from this transportation.
3. At the time of recruitment, the transportation requirement was clearly communicated. However, we have observed certain transgressions to this rule, prompting the need to issue this circular.

a) Mere issuance of this circular is not sufficient. Instructions need to be passed on to the transport and security departments not to release the vehicle without proper authorization. While issuing these instructions, we need to define what constitutes proper authorization. Are employees required to use a standard form, and who are the authorized signatories to sign this form?
b) While issuing the circular, we need to clearly define "exceptions" or specify to whom this circular does not apply. We cannot leave it to the interpretation of the users.
c) Lastly, in the circular, we need to define who is responsible for monitoring transgressions of this circular. On observation of violations, they should know what actions to take, whom to report to, and what the logical consequences of indiscipline would be.

We wish to bring to the kind notice of all our employees around the world that they are hereby instructed to attend their duties punctually at the company premises in their respective areas by making their own individual arrangements for reaching the company. From now onwards, the company will not be concerned with the transportation of employees from home to the company or vice versa, using company vehicles for personal purposes is hereby prohibited. Any violations reported will be viewed seriously.

2. You cannot distinguish based on a higher salary and single out a particular department.
