My name is Nilesh, and I work as a Software Tester in an IT company. I have been with this company for the past 1.5 years, but in the last 6 months, we have been experiencing a significant salary delay issue. It has been almost a 3-month delay.
My monthly income is below 10,000, and due to this problem, I am unable to do anything substantial. Having such a meager salary coming in and then having to wait an additional 3 months for the delayed payment is extremely challenging. Therefore, I kindly request all of you to provide me with some suggestions on how I can address this issue with the upper authorities of the company regarding the delayed salary.

First, find a better job. Move based on your 1.5 years of experience. The company is obviously under financial difficulties, and the longer you stay, the more you lose. That said, find where the labor commissioner's office is and go meet the concerned officer to report the matter. Putting in a formal complaint is likely to get you fired anyway.

As per your remarks, it can be observed that the company you are working for is a startup. It's best to consider leaving the company now or wait for another 3 months to secure a new job. Don't resign immediately; instead, start searching for new opportunities and then submit your resignation.
